An extensive specification may not be required for every action or decision on the flowchart.

Determining whether a comprehensive specification is required hinges on the outcome of one key question –

‘Does it matter how this action/decision is taken.’

If is important for achieving consistency and performance from the process that the action or decision be taken in a consistent way, then a detailed specification for the action or decision must be developed. Otherwise no detailed specification is required. The specification for each action or decision contains the following elements; 1. Context – a few paragraphs setting out why this action or decision is necessary, how it integrates with the actions and decisions connected to it, and any relevant theory related to the action or decision. 2. Purpose – one sentence setting out what is the singular function of this action or decision within the overall process. 3. Quantity – a statement of the quantifiable/measurable deliverables from the action or decision. This documents what is required by any action or decision that receives (as input) the output from this action or decision. 4. Quality – a specification for the method of producing the deliverable and the quality/acceptance criteria for it. 5. Resources – the organisational role accountable the task. 6. Time – a statement of the time boundaries that must met in completing the action and decision, eg must be completed within 24 hours of event X, or must be completed prior to time Y.
