 For rate measures – in the event that process capability has changed – consideration needs to be given to whether it’s appropriate to change the MSR. The following must be considered when setting the MSR: o The MSR is used to represent the ‘Personal Best’ of the process. It is used as the benchmark to compare current performance against, much as an athlete compares their most recent performance to their ‘personal best’. o The MSR is not constantly adjusted up and down based on the last performance data. It is a benchmark that represents the best that the process has done. o Use the data that characterises the historical performance of the process in its current design configuration, ie do not include data from periods where the process comprised equipment or configurations of a different capacity - such as before or after an expansion, contraction or upgrade. o Use the data set that provides the best representation of the range of process variation over the periods where the process exhibited its highest rate performance. o Set at the MSR at the 95 th percentile of the capability indicated by this data. o If the process performance moves higher due to changes in strategy, work execution or resourcing, then recalculate the MSR considering each of the above points. This is equivalent to an athlete resetting their ‘personal best’ after an exceptional performance. o Do not recalculate the MSR as a result of the process performance moving lower due to changes in strategy, work execution or resourcing - as this is not a result of a change to the process design. An athlete does not move their ‘personal best’ downwards because of a few poor outings.
